second monitor
When using the program in Windows on a second monitor (other than the laptop display) and then reboot with just the laptop display, the program opens off the laptop display and there is no mechanism to get control of the window to move it back onto the laptop display.

I too am having this problem. In my office I open SplashID and use it on my right (second) screen. I am traveling and have only the laptop screen. When I launch SplashID, the log-in screen apparently is launching on the right screen, which does not exist in the laptop only configuration. I have no way of entering my credentials, or moving the log-in screen to the main (only) screen.
Fix is to launch SplashID only (always) on the main screen.
